Depends on characters, maybe (some are really bad at comboing into/can't even be combo'd into) and it's usually resource issues since these players knew how to expend them as efficiently as possible resulting in usually no full meter

Susan is very bad at the start of round, but if one knows which combos unlock which seals and can implement them then Susan becomes one of the best characters. I main Jubei and Susan, but I'm far from what fame just did.
