Kazuya kills you at 0 off of one interaction, so does luigi, the shotos arent even top tiers and ken kills you at 60, so does terry. Mario can grab you anywhere on stage at any percent and make it into a custom up air combo that leads into either up b off the top or a fair offstage, sonic is the fastest character in the game AND invincible during his movement options. Heck IKE of all characters can hit you with a nair, uptilt, upb into 50%

Steve can do damage but in the CONTEXT of other tools, like forcing you to approach, his combos being lag less/inescapable even w good SDI Also Steve forces you to approach so neutral plays for you while other characters, for example, Bayo, she does tons of damage but is balanced by having no neutral tools so it’s hard to get openings and she also can’t kill. Steve is not balanced in anyway. He has INSANE neutral (because he forces you to approach which you can’t always challenge cuz of things like minecart), INSANE damage, INSANE kill options, and INSANE comeback potential. He even has a kill throw for no reason. He was not balanced. He has literally no weakness. You can’t even punish diamond f smash like make it make sense
