Vhagar is a war dragon, she didn’t know it was all just a prank. She thought she was in a combat situation and had to protect her rider. And when that fire blast hit her face, she decided eliminating the threat was more important than obeying.

Arrax tried to defend Lucerys. As little as he was, yes he didn’t listen to Lucerys, when he blew that flame at Vhagar. But Vhagar certainly didn’t listen when Aemond said “no”. You’re never really in control of the dragons. Just as Viserys said.
