They had America and Canada have the same voices to further the idea that the other nations often couldn't distinguish Canada from America. The Japanese voices also had the same voice actor for the both of them. Also, in a different panel, Todd mentioned something along the lines that England's range sometimes crossed Italy's, so there would be moments where the voices would be too similar.
