Any ship that docks in the USA must allow the FBI jurisdiction over anything involving us citizens, even after that ship leaves. Don’t want to? Fine, you don’t have to. And the USA does not have to let you dock there, either. Most cruise lines figure it’s worth it. A USA flagged vessel automatically gives jurisdiction, just by flying the flag. Foreign flagged yachts are an interesting question - but this post is already too long. Remember, tho, a us citizen must be involved.
