When You make changes in government, you spend bureaucracy. You are also building in place with no population to work at. Your market access to many places are also low. Your steel production going lower and lower, you gonna suffer.

I'm no expert, but you seem have way way WAY more available jobs than you have working pops, since your unemployment and peasants is ~0 while some industries are entirely starved of workforce. I think you overbuilt factories. I dunno what the correct solution is for vicky3. Maybe you need to shrink some of the factories down, maybe you can implement more labor saving tech. Definitely stop building more jobsites in places you have massive labor shortage already, though.

@@pukebeard6406 you have to do social studies, there are migration things over there. Btw, for your steel mills the income and payment to your employees are low so they are moving to electricity plants. You should build your job sites in balance. Getting the south serbia was a wrong move, you might have problems to defend even against the sick man. Land connection is really important. Overall, you have to wait until steel demand to increase or you can subsidize your steel mills.
