Should he have brought all the many graphs he as treasury secretary looks at on a daily basis just in case he had to refute the one that Victoria had in front of her? She had one for 6 years and that specific graph very well may have been showing the isolated effect of the businesss NI increase on growth. When put alongside the other measures the government is taking, it shows clearly there is going to be growth, and this is only on the assumptions of budget #1. There are 4 more budgets for this government to make, each one will effect those OBR predictions, and as any economist worth their salt will tell you, economists are not forturne tellers.
