There seems to be an additional, bureaucratic element to her departure. I am not totally sure, but I heard that Nuland's ancestors were Jewish from Moldova, not from Ukraine. Also, In 2014, as Putin said, Obama called him and asked to make sure that Yanukovich would not suppress the aggressive "protesters" who actually were militia members and wanted to make a coup. Obama promised that protesters would not try to attack the presidential palace and other government buildings. Putin advised Yanukovich not to call for troops. So, Yanukovich abandoned the idea. The next day, as troops were not summoned, the militiamen attacked and seized the government buildings. When Putin called Obama with a question about their agreement, Obama answered: "Ukraine is not your business." The next day, Russian troops took control of Crimea.
