The thing is he should've known putting everything on his channel that someone from the city would be watching. From the start he got on their radar moving onto the land before he got the Occupancy. From then on they have been keeping an eye on him. He should've known that he has to have that Occupancy to be on the land. Especially to rebuild that shed.
