...but in the original thought experiment presented at the beginning of this video, the observer in motion is decelerating -- not accelerating

The term deceleration is avoided in physics, only acceleration is used because acceleration is a change in velocity over time whether slowing down or speeding up in a negative or positive direction in coordinate system.
