How do you know that the subtitles are sincronized with the audio?

I have a question: Must I have the media file downloaded in order to add the .srt file to it? That is to say, if I'm watching a movie in my browser, is there any way to add subtitles on the fly? In the browser, rather than having to previously download the entire video file?
