The officers actions definitely seem arrogantly premeditated with intentions to harm. The officers approach were similar as: Jack Ruby running into Lee Harvey Oswald, while others witnessed. Remember, the placement of a badge doesn't automatically turn a person into a good officer. The purity of a good person makes the badge into what it stands for.

A lot of the Harris county sheriffs are themselves young dudes, many in their early to mid 20's. So could be a case of this deputy knowing the inmate from the streets and they had some prior friction; the deputy was trying to establish himself as the head honcho and ended up taking whatever issues he had with the inmate too far.. Every city/county jail has incidents like this every other day, deputies whooping up on inmates, so this in of itself is not that big of a deal. Unless the inmate suffered grievous bodily harm and was really busted up bad, this lawsuit will probably not go to far. Definitely not the $750k-$1M the attorney on the panel says will be paid out. He might get a couple thousands in compensation($10-$20k) and dropping of some of the charges he was originally booked on(long as they're not violent felonies)..

If the deputy had punched the inmate with the inmate shackled up then that's in the territory of civil and human rights abuses.. Definitely not this. The deputy had no business throwing hands on the inmate but let's pump the brakes. This happens almost every day in most correctional facilities(if you've ever been locked up you would know). Doesn't make it right but it's nothing out of the ordinary. I can bet you if the inmate didn't suffer major physical trauma he won't get squat and if he does it'll be a few grand tops.. It is what it is, it's jail not the eagle scouts.
