Is there really a need of such high frequency OPamp ? I cannot really get the AD8031. I do however have plenty of slow OPamps like LM324. At worst I can get the AD8032 (basically 2xAD8031) which is available in some internet stores. What kind of frequency do I need for such opamp ? I may browse some sources to find one that is better available.

TV signal bandwidth is a few MHz, so you should select a pretty quick opamp to handle this frequency. I just happened to have AD8031. As you mentioned, AD8032 should work just fine. I am not sure where are you located, but I would recommend www.findchips.com/search/AD8031 to check electronic components cost and availability. Looks like AD8031 costs about $3 USD and readily available from multiple online vendors.

I can get LM833 or NE5532 each below 1USD in my local electronics store. Both are 10MHz opamps which should do for PAL or NTSC signal. My oscilloscope is C1-107 (S1-107) which is 1992 russian portable-ish CRT oscilloscope with a bandwidth of 5MHz(it should be able to go bit higher than that). Got it for around 45USD as my first scope.I'm located in Poland.

Both op amps should work just fine. I am somehow familiar with C1-107, but does it support X/Y mode? Otherwise you have to modify the schematic a little to manipulate the main trace, instead of doing a full X/Y scan.

It does have X/Y mode. There's X input on the side of oscilloscope. I just have to flip the switch and the X input changes from timebase to external input. By applying DC voltage I was able to move the dot left/right depending on voltage level. I also think there's Z input. It's not directly marked but by analysing bloc diagram from technical documentation I came to conclusion that it may have Z input. There are two inputs marked by "0.5-5V" and "5-50V" as well as a switch. Bloc chain leads to Z control module.
