There's a lot of confusion about when this exactly takes place. The most likely explanation is that this is during halo 2/3 when the covenant invaded Earth but they're taking liberties with the depiction of the brutes and the Spartans in order to showcase stuff that's included in halo infinite. These Spartans are the Spartans that you start as in Halo Infinite multiplayer with Mk7 Armor, and the brutes are wearing banished armor but with a purple color scheme.

That said there is a possibility that the Spartan class is in the future and these are in fact banished and SIV’s

The people behind the trailer actually confirmed it was during the Battle of Earth. The trailer was described like this: "Focusing on the recollections of Spartan Commander Laurette Agryna, the trailer delves into her own heroic journey as a young girl caught in the crosshairs of a battle in the centre of London 2552 AD, her rescue by Spartans and her inspiration to become a Spartan herself." As for the armours, one would assume it's a GEN1 predecessor to the GEN3 armour in Infinite. Halo has often had earlier versions of Mjolnir match the basic look of ones that come later. Such as all the Mk-IV armours that match later Mk-V ones. The Brute armour also makes sense in-universe, as the Banished have been known from the start to get all their stuff by looting Covenant armouries or converting Covenant soldiers to their cause, meaning it's very likely that the Banished are wearing Brute armour repainted in their own colour scheme.

This trailer takes place during the Battle for Earth at the end of the Human-Covenant war. Meaning those Spartans are either Spartan-II's or III's (most likely the latter, as the former were mostly killed on Reach or out of contact with the UNSC), the Mjolnir is a GEN1 predecessor to the GEN3 in Infinite, and the Brutes are using the same style of Brute armour that was stolen by the Banished.
