you can do one thing...!! book your halong bay activity online through agoda or viator, Agar uss time rain hui So you can get your money refund...!! because local people jo vaha tour arrange kar rahe hai bhut kam chances hai ki vo apke money ko return karenge agar barish ki vajah se koi bhi tour end hota hai to...!!! 2. You can carry a raincoat...!!! Btw don't worry baarish nahi hogi ❤️
