I think that is why the owner wants to sell it. They might have been told that a lot of neighbouring plot owners are gonna do construction in immediate future and this would eventually become a fully occupied colony but that didn't happen. And now it seems there is no future probability of the locality being colonized soon. That's why they want to sell this citing security issues as they cannot settle down here. This asset has become a liability.
