In some old comics, Super Sonic was outright evil. Sonic would be overwhelmed, go super in desperation, then become a worse issue. In one case a volcano is erupting, Sonic goes super, decides to just watch the fireworks but will personally hunt Tails because he can fly away. Tails taunt that he's just coping that he can't stop a volcano, Super wants to prove he CAN stop a volcano AND hunt everyone afterwards. He stops the eruption but he's too spent and reverts to normal.

The weird looking squirrel girl is called Sonette, and is actually in the episode where that specific PSA comes from. The episode in question is “Mystery of the Missing Hi-Tops”, where Sonic is forced to go full on detective mode to find his shoes after they get stolen, since he apparently can’t run without them. Sonette claims to be Sonic’s biggest fan and is one of the suspects, but she doesn’t turn out to be the thief in the end.
