"The Internet" is not one network. It is a cooperation of different networks using the same protocol. Thousands of them. Each time an oops effects more than one of them, us engineers go in, find out what happened, and harden the system against it. Yes, neat new failures will happen in the future. And the engineers hackers who keep things running every day will overcome that, too. Keep the networks independent. Keep the 'Net free, and nothing will be able to take it all down.

In theory yes, but in practice, only major internetworks communications will be impaired, between countries. You cant shutdown all the layers, same with DNS system, there are 13 big servers, but tons of layers of cache.
