The D.A., specifically their office policies (and in Gasón’s case, it is to never charge criminals), is the only thing that stands in the way of violent serial criminals having their crime sprees finally stopped. I left there years ago and remember quite mentally ill homeless people walking up and down the streets screaming at the sky. You could also see them passed out in parks (that no families could use) and enjoy the presents they left in stairwells of buildings or parking garages.
