You may run into this problem if you are trying to use an Iphone to do a personal hotspot on Visible Wireless by Verizon.
Whenever you try to enter the personal hotspot password and press connect it gives you an error of:
UNABLE TO JOIN. THE NETWORK IS TEMPORARILY UNAVAILABLE. Try again later.
This happens for both iphone and ipad.
If you try connecting to an android phone or tablet, you get the error when connecting of:
Saved / Access point temporarily full
The issue is that when Visible Wireless is used as a personal Hotspot on an Iphone,... there is a 1 device limit for hotspotting. It's pretty crazy since, I've never seen this kind of limit. Usually it's all or nothing with personal hotpsots.
Please see the following links as this problem is well documented:

Anyways,... If you want to use your wireless on a device that is giving you this error.
A. Find the 1st device that's already connected to the personal hotspot. Go to the connected device and disconnect the wireless from the hotspot.
B. There should now be 0 devices connected to the iphone acting as a personal hotspot
C. It is now safe to connect to the connect another device to the iphone's personal hotspot.
NOTE: you must do this EVERYTIME.. if you want to connect to another device. This is pretty stupid.
So.. is there a workaround?
No ... this seems intended... as a limitation with iphone or it's software.
WORKAROUND.. not great. Use an android phone. Some may work well with personal hotspot to multiple devices. I am using a google pixel 3, and it works just fine.
