CDO does not need another Mall. What they need is proper City Sewerage Treatment Center, Proper City Drainage Systems to prevent floods, Reliable Garbage Collection Companies, Traffic Solutions & Implementation, Water Dam & Water Treatment to provide water to the growing population of the city & not rely on underground water which some wells have already been contaminated. Find solutions to alternative energy such as Solar Energy to provide Electricity to the City & Towns. Re-introduce Forestration of Public Lands that has been affected by Deforestation. City Planning to Harnish proper utilization of Public & Private Land in the city & Towns.

Give attention to the west part of the city, esp. Carmen needs improvement. Most of the establishment are intact in Lapasan where that area is phrone to floods.
