Well, you see, the ∞-like symbol means "proportional to", i.e. if X increases, Y increases. In this case, it highlights the way a rollercoaster guest moves and highlights the relations between different values. This is only to show that it makes sense. Also, it might help one build an intuition for this kind of stuff.

It would violate the law of momentum conservation. Momentum is (mass x velocity). Initially, the double cart has zero velocity and therefore also zero momentum. The incoming cart has a velocity of 3 units. Say this car has 1 unit of mass, so this incoming car has a momentum of 3 units. So the total momentum of the system is 0+3=3 units of momentum. Momentum conservation means after the collision the total momentum of the system must be 3 units as well. That is, the sum of both carts momentum must add up to 3. So we have two constraints: the total amount of kinetic energy must remain the same, and the total amount of momentum. Unlike energy, momentum can be negative (meaning movement in the opposite direction, to the left in our case). So in our case it adds up to 3 by having the double-cart with 4 units of momentum, and the second cart with -1 units of momentum. Working out the math, we see that transferring all the kinetic energy violates the momentum conservation principle (the total momentum ends up 4.24 - large than it was before). So the shown result is the only possible solution to both constraints.
