Yes your observation on banks is to some extent correct. Banks will have tie up with insurance companies n mutual fund cos n they will push their products. They will not have those products knowledge but push those products to meet their targets.

How to check the PEG Ration and fair price for every share ?

Fair price will not be uniform across all research houses. Each follows their own approach though some try to save the effort and adopt others' views. At Vivekam, we build our own model of determination of fair values, as soon as results for latest quarter are known and captured by our ssytem. PEG ratio too differs from organisation to organisation. Some try to predict the Earnings growth while some track the recorded growth. We use 3 years back TTM profits to arrive at earnings growth. Once you have these variables in data form, it is just mathematics to give out PEG or others.
