I agree with KingZolem that they probably can't transform because they're imps. They're told about the issue by a Wolf, which is still another species. It only becomes an issue with the writers if another imp gets a human form.

Yup. Incubi/succubi have a job that directly depends on access to the living world, so they probably have some innate magic that allows shape shifting or at least illusions. Possibly the same for hellhounds, though that might be more dependent on their jobs (or past jobs). Imps don’t have natural magic, or at least not the same kind, so they need external help to get a human disguise (or access to the living world).
