I agree. Now, the feds have seen an increase in gang members compared to years past because of the increase in RICO and conspiracy charges which trigger federal investigations. While fed facilities can be no joke, state facilities are far more active violence-wise and the racial disparity is more prominent, not to mention the living conditions are generally horrid. Also, states are more aggressive with incarcerating black and brown, largely because of the skin of their color.
