The dog issue at the apartment is most likely not the size of the dog, it’s usually issues like barking that would make a landlord not want to allow dogs. Some small dogs bark far more than larger dogs. Pomeranians are a perfect example, they’re cute but often annoying barkers.

I’m also a realtor but I’m TN. If Milo is say an emotional support animal, you’re definitely allowed to have him with you. They wouldn’t be legally allowed to deny you because of Fair Housing laws, so maybe look into having him registered as an emotional support animal🤷🏻‍♀️
