Not possible with a CO2 laser unfortunately.

What were you running for settings power/speed lines per inch

300 mm/sec 35% Power 317.5 lines per inch Sometimes I will have to do 3 or 4 passes depending on the thickness of the powder coat.

if you engrave through the powder coating then how do you prevent that new area from rusting. Just curious

These parts are aluminium, so no issues there! It's certainly possible to engrave on the powder rather than removing it of you needed, it would just be a matter of fine tuning your settings 👍

Real life solution is coating your knife in oil. When I was in Navy SEAL school we used combat/utility knives as dive knives (which are not at all rust resistant). I would coat my blade in 3-in-1 oil before every time it would touch the ocean, and after hours in salt water it would be completely rust free.
