Unfortunately if you want light blue hair you will need a color correction and lighten the parts of your hair that are currently not blue… fantasy colors are pretty but in time they can destroy your hair because of removal of one color to go to the next color. My advice lighten (bleach) your hair starting at the ends will 20 vol and then tackle your regrowth and finally your mid shaft to brighten and then color! Goodluck!!
