23:59 Upon which basis can you continue to solve for 4b in the first step? Of course it looks obvious, but I don't see how following the algorithm can lead to joining the 4b connection at this stage. Thank you.

Oh, perhaps I mis-read the VCG. We can lay out all nets that are not constrained... Not merely all nets diagrammed at the left side of the VCG trees?
