The U.S. should formally establish relations with the Republic of Somaliland. They've done an amazing job as being the only true functioning State in the HoA thus far. Additionally, the U.S. previously recognized it upon it's independence on June 26, 1960 as the State of Somaliland. No amount of training will assist failed state Somalia as it is overrun by terrorists and are primarily the cause of the issues in the region. Ethiopia and Somaliland would make the strongest security and economic partnerships the U.S. has in Africa. Somalia's president and government are provisional and not functional as they've never had elections or a working democratic constitution.
