Janna more represents the wind and the bringing of rain through the wind as she is an ancient Shuriman spirit god who still holds followers in Piltover and Zaun, while the Volibear is a spirit god that represents the harsh conditions of the Freljord and "the storm" that comes with it

The sigil of the storm is summoned by shamans, and it makes volibrear easier to summon. The flavor is amazing. You literally perform a ritual to summon the volibear, and he kills everything when he decends. He's so COOL.

That's partially because players actually got annoyed by all the long animations while playing. The initial novelty just wears off quickly so Riot decided to keep them more contained and to the point so the gameplay doesn't feel sluggish
