Correct me if I’m wrong, I was told that formulae is not the correct one to use as that is similar to that of motor. Instead it’s vreg= (VNL-VFL)/VNL=ANS*100

Ok so I think found that it depends on the standard being applied where IEC states the reference is the unloaded secondary and ANSI/IEEE state the loaded secondary secondary voltage is used..

What is the difference between percent impedance and percent regulation? Arent they both voltage drop at full load?

%impedence is more about overcoming the impedance of the transformer Voiltage regulation is the change in output voltage from no load to full load

I guess that would be bad. It means a bigger change in voltage as you add load which can be really hard on equipment.
