One Punch Heizou build: 2pc wiridescent for anemo damage 2pc gambler for elemental skill increase Skyward atlas for elemental damage bonus Hp (G) atk (W) atk (W) anemo damage (W) crit damage (G) His E needs to be at least lvl 9. Hold E to charge his damage and once you realise, you should 1 punch most of normal mobs in game.

Got Heizou in my first 10 pulls for Kazuha and got him to C3 after 70 wishes. Also got my guaranteed Kazuha but the biggest shock I had today was C1 Kazuha in just 20 pulls after, I was only trying for Heizou cons so was pleasantly surprised to get an early 5* and won the 50/50 on my main acc since I've never won a 50/50 after Yoimiya and have lost 7 50/50s in a row before that C1 Kazuha.
