Most come from Sweden. Other cars are also from Belgium.

Currently that’s true, but in the past other Volvos came from Belgium like the 850, the s60 and the c30 coupe.

Are they able to drive in the USA with their red plates? I saw a blue xc90 in my town in Sacramento with red plates still.

depending on the state you can. Otherwise you can leave it on and just put your plates on top. Many do that as well

In California, I see many Volvo owners (who did OSD) put the California plate on top of the Swedish registration red plate.

Volvo pays for your flights (along with 1 night at a hotel) to go pick it up along with temporary insurance while you are there and shipping home is included. You also get to tour the factory.

"Massive SUV" That would be a Taho, not a xc90 and the xc 90 has a 4 cyl engine and is available as a plug in hybrid.

Be sure to read the fine print: "You will also be responsible for payment of Swedish VAT and other applicable cost and taxes, in addition to possible penalties in Europe. The VAT is 25% of the car purchase price." Seems like the vacation isn't really free. It's just included.

Only if you fail to export the car within 6 months VAT is due. Volvo will take care of most of the process, they'll arrange the shipping from Gothenburg to overseas and basically all you have to do is get the car back to Gothenburg on time.
