VP Duterte: 'We can live without confidential funds' | ABS-CBN News

Vice President Sara Duterte faced the Senate Committee on Finance on Monday, September 4, for the deliberations on the proposed P2.3 billion budget of the Office of the Vice President (OVP), which includes confidential and intelligence funds (CIF) amounting to P500 million.
During the hearing, Deputy Senate Minority Leader Risa Hontiveros asked Duterte which specific mandates and programs of the OVP would entail the support of the confidential funds, and went on to insist that such funds would best be allocated to government agencies actually tasked with intelligence work such as the national police and army.
After Hontiveros' interpellation, Duterte clarified that the OVP is "not insisting" on being given the half-billion amount. She explained that while the OVP's programs would "be much easier" with the allocation, they "can live without confidential funds."

@@duck1ente sa akin pangunawa kung bakit humingi ang deped ng confidential fund. Dahil ilalaan nila ito sa intelligence program ng deped. Kung nasa cf. ang intelligence program ng deped ang pwedeng makakita niyan ay ang presidente, senate president at house speaker as the law says. Gusto ng deped na hindi basta basta nakikita ang gathering of intelligence nila sa publiko at other authority sa governo. Simply to avoid comprising information.

@@MonKordelinfoTv opinyon ko lang ulit, kase kung laging confidential nalang ang hihingiing budget, magseset na sya ng precedent na laging confidential funds ang hingin, at baka next time di nalang DepEd ang manghingi ng CF/IF, at gawin na syang tool ng mga kurakot para madaling maka bulsa ng pondo ng bayan. kumbaga ba maging ala pork barrel na ang CF/IF at sa punto naman na about sa national security or yung gasgas na na "recruitment ng komyunista sa mga eskwelahan" ang dahilan nyang CF/IF ni Sarah, sige sabihin nating malalang problema na sya (for the sake of argument). Ano nalang silbi ng ibang ahensya at departamento ng Pilipinas na nakatoka sa national security kung sagot na pala ng DepEd ang national security ng Pilipinas? (sitting pretty nalang ang NBI, NICA, AFP, PNP??!) Mandato ba ng DepEd ang pagsugpo ng insurgency? bat hindi unahin ni Sarah ang kalidad ng edukasyon? Bagsak na po sa world rankings ang Pilipinas, may krisis na po tayo sa edukasyon

@@duck1ente ang cf. is approve by senate and congress discernment. Hindi lahat ng humingi ng cf ay iyaapprove ng congress and senate. Agencies can only propose but it is the senate and congress to approve. if it is a bad idea they wont approve it. Also many of the agencies hesitate to ask for cf because its additional accountabity and work on thier behalf. At baka mag self ashame pa sila kung hindi justified ang pagexplain at idisapprove ng mga lawmakers. Only the brave, honest and intelligent leaders ussually face the challenges of proposing cf. It happens in the case of vp sara majority of the congress and senate percieve it good, thats why it is approve under the leadership of vp sara. That is the rule. Asking for cf. is not easy it should be justified in the eyes of the majority of lawmakers before it is approve. Vp sara could be discredited or credited later on, depending on her action. Because mararamdaman din ng senate/congress even citizen kung nagamit ng maayos ang cf. At yan ang antabayan natin. If lawmakers in the senate and congress who distrust cf as a bad idea, then start making a law about good cf. That just my opinion

@@duck1ente apart from the regular projects prioritize by deped in the field of infrastructure, quality eduction, services and among other important issues coming from thier regular funding. Nagdagdag ng additional accountabily ang deped, intieligence program. Government Agencies like PNA is interrelated to other agencies like deped. They could help each other by coordinating, at pag aralan ang gagawin kung papano papasok ang tulong ng bawat agency. Beside the deped intelligence program will also hit corrupt deped workers across the nation, proper survelance in terns of legality and evidences kung nagamit,nailagay, nagawa at naipatayo ang mga projecto. Apart from other intelligence na pwedeng maibahagi ng deped sa PNA or other gov. Agencies for the better security of our nation. Opinion only.

Possible they will use this fund for good ❤, yet bakit "confidential"??? ⭐ Pwede tag as "reserve/flexible fund" na lang po then hope they submit appropriate reports to respective bodies / agencies.. 🤔 (???) Sorry po, the debt to GDP ratio is not good than before and the economy just started recovering... ⭐ It maybe appropriate if this FUND will be used for the purpose, functions and improvements of the DEPED / OPV (or its respective department/agency). OVP ang may sole discretion paano gamitin yang "confi" fund kaya nga madaming question kasi hindi dapat. 1.) na flagged din sya ng COA bakit may 125Million "confidential fund" expenses sya last Dec 2022 e wala namang approved "confi fund" for that year (OVP budget from previous admin). 2.) Sabi ni VP Sara hindi naman daw nya pinipilit na bigyan sila ng "confi" fund at depende daw sa Congress? e puro nila kaalyado ang naka-upo? Harap-harapan na talagang pag waldas ng taxpayers' money!
