Maybe that's one of the reason, but the fact is that Google maps depends on data generated by the previous users who have taken similar routes. *With so many traffic jams and several bylanes available, maps gets a data that's messed up. Which in turn is used by other users messing up the data further.

There are satellites by ISRO, which take care of high quality imaging that are being utilised for data analysis for different sectors. If there will be a company which may agree to all the instructions and be compliant as per Security protocols will be allowed to take high quality images and in this case as this is an American company (which complies with US standards) and not sure if they agreed to comply with all the Indian policies.
