@@ubaidlodhi2021 solved my issue by waiting 10 minutes, trying to download something else, and then it all of a sudden worked so I think it might've been a mild glitch or something because even if I reloaded the website or logged off and logged back in it didn't want to work

I had the same issue (both on Safari & Google Chrome) and I solved it by clicking on "Download for iOS" then cancel and trying again "Add Vuforia Engine to a Unity Project or upgrade to the latest version"
