I understand am-am will cause distortion @higher power levels. But why would am-pm be more distorted @lower power levels ?

AM-PM conversion curve would typically be flatter at lower Pin than at higher Pin

Yes, that is true in most cases, but I am just trying to show what it is, which is a difference between the ideal and the actual.
