Actually they were silent, however sound was added onto the silent Oswalds in 1931, when they were rereleased. However most of these rerelease soundtracks are also lost, with the Trolley Troubles 1932 reissue being the only surviving one Edit: after doing extra research. There are two other not lost sound reissues of silent Oswalds. Those are for Yankee Clippers and Homeless Homer

Note-- the hot dog gags in this cartoon were inspired by "Cracked Ice," an Aesop's Fable released February of 1927; Oswald's "All Wet" came out in October of the same year! Two years later, "Cracked Ice" was reissued by Van Beuren in sound as "Skating Hounds." Don't be fooled by Commonwealth's broadcast version of "Cracked Ice," which does call itself "Cracked Ice," but is actually an entirely different Fable released in 1925 called "On The Ice."

The hot dog thing seems to be a running gag. That or several versions on a theme. I've seen it a few different times now in Oswald and also old Mickey cartoons. I wonder if old Walt was really that imaginative, or was he partaking in mind altering substances? Some of those drugs were still legal back then. Anyway, these old toons were like acid trips. @Yosef Demby After the copyright to most of the 1927 shorts had long since expired. They have access to the original shorts they did but in 1955 most of the 1927 shorts entered public domain. Long before Disney bought them. Even if they did like with All Wet for example I doubt Disney was going to renew the copyright anyway. Now for the score used in these shorts, maybe at best but realistically even if Universal who owned the shorts in 1955 did renew the copyright I doubt Disney could have renewed it themselves by now. I'm no copyright expert or anything but I assume that if anything enters the public domain you can no longer copyright it. So those shorts were already in the public domain no longer copyrighted after 55. Now if the shorts were under copyright protection when Disney bought Oswald then yes. But like I said, since the majority of the 1927 shorts already entered public domain by then, my best guess is that they're no longer copyrighted so that's an no there.
