It's kinda complicate but: Agatha is a witch Wanda was originally a mutant, then a mutant AND a witch, now she's mostly describe to be solly a witch ! (caused by different writers writing her differently and also her development arc that kinda made the line between mutant/witch FOR WANDA a bit blurry. Difference being that mutant have a biological and evolutionnary reason to be, the "X-gene" which is the "next step in human evolution" Whereas Witches is more of a spiritual connection that ties them all together through Witchcrafts, tricks, spells, etc. So, Mutant are born this way and need pratice to master their innate powers Whereas Witches can be born this way or it may be tought and require pratice AND knowledge ! Or else, just like Wanda in Wandavision, you make messed-up spells, get overpowered by more knowledgeable witches who knows the rules of witchcraft etc. There may be exception to this rule of division between Mutant & Witches, as Storm from X-men is a mutant AND a witch ! Which is explained by her having natural powers thanks to the X-gene + having a strong connection to witchcraft due to her lineage and thus, she mostly can mix her mutant powers with her witch's one and enhance one with the other !

She was originally a mutant, then a HUMAN MUTATE, and a witch The twins were called by the High Evolutionary as Human Mutates disguising as mutants in the Uncanny Avengers (2015) after returning them to their adoptive parents, labeling them as failed experiments. Then in Scarlet Witch Vol. 2 (2016-2017), Wanda got the chance to meet with the past self of her mother, Natalya Maximoff, the previous Scarlet Witch, in the Witches' Road. It gave us the conclusion that Wanda is a person of magical birthright and the HE's experiment awakened her witch trait lying dormant. But I can't say the same with Pietro's case since he never exhibit any superhuman abilities befitting a warlock. Human Mutates are those individuals that have been somehow genetically (artificially) mutated to attain superhuman abilities, for example by exposure to radiation or toxic waste, or through the bite of a genetically-engineered spider, etc. They are different from mutants, who develop their innate abilities by awakening their X-gene; and slightly different from Inhumans, who awaken their powers through the process called Terrigenesis.
