Very good point. The "noise" Billy is hearing could be the distress of all of the sublimated townsfolk which is why it's so distressing for him. This ability to read what's underneath would also tie in well with his intuition that there was something spooky with "Uncle" Pietro ("...he thinks he's a vampire!")
