Hmm... not really? The original plan of Ei and Yae was to destroy Scara after he wasn't able to fulfill his purpose/role as the gnosis container (and coz he might become a big problem in the future, as Yae warned). But then, Ei didn't go along with the plan and just decided to let him live (probly coz she took pity on him). She sealed his powers, put him into slumber, and placed him in the pavillion. She also gave him stuffs that will make him be recognized as someone related to the Shogun. The thing is that... it's still unclear what really happened after he woke up. How and why did he wake up? Was that really the plan all along? Why did his friend tell him to not tell others about his relation to the Shogun? Why did Ei nor Yae not provide him any help? When did he think he was abandoned by Ei? Did he have his memories all along after waking up? And so on and so forth. Hope I can have the answers after Scara banner's release.

No. Ranks aren't about power, but "usefulness" - Tartaglia is far stronger than Arleccino or Pantalone, yet he's lower in rankings than them. Capitano, despite being the strongest mortal - more powerful than some god-like elemental beings - is only 4th, while in terms of battling talent and experience he might be 2nd or 3rd. Columbina is the strongest in terms of sheer force, but is only 3rd in rankings. Pulcinella doesn't show any special competitive experience, yet he's ranked 5th, above actual fighters of Scaramouche and Signora. That "power" and "experience" rankings seen in English version are just mistranslations

Fun fact from this archon quest Nahida explained the first three harbringers have power equal to god's So my analysis why they are powerful is because Pierro - no 1 fatui and also a person who belonged from khanriah, judging by his appearance he looks like a sage or a noble from khanriah. Surely he is powerful because he can perform the art of khanriah that literally shaked the heavenly principles, beings more powerful than archons. He definately has a lot of means, wisdom even more than dottore- to take down even a god and as we know art of khamiah was so dangerous that the heavenly principles have to launch their attacks with help of 7 archons to destroy that nation, tells a lot that art of khamia was the most powerful form of wisdom ever appeared, maybe it also had elements of abyss that was far beyond the knowledge of even gods to comprehend. 2. Dottore- the second harbringer, why he is powerful as you can already guess, his knowledge is absolute and he knows a lot of means to subdue his enemies. He defeated Ursa the Drake which even venessa couldnt defeat who ascended to the heavens, it tells a lot about him, his crazy inventions and knowledge about this world speaks volume. 3 colombina- the third harbringer, not a lot of data about her, but her mysterious appearance, behaviour sure do tell a lot that she is no joke to be dealt with even childe wants to stay away from her. She looks crazy and i believe that we would find more act about her. She seems to be extremely knowledgeable though
