They got to keep a little off the top in exchange for their silence, and he got to distract every European empire while he single-handedly built the Greater Mexican Empire. Of course, his plan was foiled when Jake bricked the save by countering his colonization of the pocket dimension he created on the border, cutting off his genius plan before it got to truly take flight.

It’s not even a competence problem, it’s a “being a stubborn ass” problem. He just refuses to give up on some random thing he decides to care about until he is literally forced by the game to give up. In Vic2, he can pretend he won by sticking to some principle even if it means his country is falling apart. In Hoi4 if you choose to die on a hill and end up losing the war you just get annexed.

I love this game for a million reasons but the idea of war subsidies was one of them. I routinely start backing 1 or even both sides of a war just to draw the conflict out and wear them both down. One time I got super lucky and the US went to war with the British so i backed the US and let them both tear each other apart for almost a year longer than they would have normally fought, and i did the same when Russia went to war with China. By backing both sides you allow them to conscript/draft/mobilize for longer which exhausts their precious "soldier", "officer", and "craftsmen/artisan" pops so by the time the war is over their economy is in ruins and pops are unruly compared to a swift war. I played France and within a couple decades Russia was slipping in and out of Great Power status with the Ottomans, the US's rise to superpower status was crippled, the UK was broke, and China was so weak I was chiseling off states that had 1mil+ population per province and with 2 Chinese states near the coast I corned the world market on tea and silk, plus I had substantial amounts of other resources thanks to my high tech levels and infrastructure investments, all because I bankrolled 2 pointless wars.
