Lore-wise, if the known universe was a circle, the Tyranids have been able to attack the Imperium of Man's planets from every side of that circle. So who actually knows how many exist out there in the great beyond, just chilling with whatever else Lovecraftian beasts are out there.

Well to be fair, the track record for Warhammer Games pre-Dawn of War 1 was pretty awful, and the license was sitting in hell for some time when THQ went down. It's not suprising, given the amounts of shovelware the franchise has produced that GW is pretty wary who they will give the license to. Which is really confusing because Storm of Vengeance got made. Oh well. At least Inquisitor: Martyr was and still is decent.

The Programmer for this game is called TheDuke, and was more or less threatened off of the project back in 2015 by GW who weren't happy with him for running a patreon based on it. They should put a mechanic that makes the Blood Raven chapter be randomly "gifted" relics from other chapters and the Inquisition for absolutely no reason and another one that makes you lose your relics for absolutely no reason if you play a chapter other than the Blood Ravens.

I really wish there were more space-themed 4X games that didn't demand painting a whole map in your chosen color and instead just put you in the role of one party among many others like this one does. It was always something I felt was lacking in the MOO series, but maybe I'm just biased because I would always pick Klackon and then some kind of trance would come over me until I'd overbuilt my economy to the point that I could arguably fill the role of space Switzerland. And then the game would just end because some other empire was actually doing imperialism stuff.

It's kinda hard in the setting of space to have a 'medium' scale of characters. Either, you're controlling millions and taking over entire planet with a click, or, you're a single person and companions with a tight knit story. The nature of space means scale can easily wipe out smaller organisations that entire species or just groups can withstand against. The closest thing I can think of what I (think?) understand about your request would be Star Sector; where you can have planets and trade, but aren't forced to paint the map like other games, and the scale is kept personal enough with officers etc.
