Destroyers seek death as means of life, the flayed ones seek as means of life. Both are the same Algorythm following different paths. Once all is dead the Destroyer can live, once draped in life the flayed one will live. I think they inhabit worlds out in the Ghoul Stars region, and when they need more flesh to replace the rotten they enter the monoliths of their tomb world and warp to where an active Nercon unit is relaying there are living combatants.
