Are Trucks a commodity that you have to buy and that are subject to attrition? Or is that abstract?

Yes. The game mechanics are exact. In some cases, like sub hunter rules, only percentages have changed.

It's not only destroyed rail lines, Russian rail ran on a different gauge to the German. Rail crews had to re lay the rail lines to correspond to the German rolling stock.

Isn't the rail repair a consequence of the difference in rail gauge, rather than scorched earth?

If I recall correctly, gauge had nothing to do with it. Depending on the nationality, with connection to capital, a certain number of rail hexes would be repaired per turn. I noticed China's rail never repaired for Japan.
