Got a bit ahead of myself while reading the notes - when I talked about burst being problematic it was mostly with regards to Fury's burst. Arms didn't really have that ridiculous upfront burst problem

Fury can be as good as other specs without the utility only when they change the Whirlwind effect into hitting all enemies within 8 yards for 30% dealing reduced damage above 5 targets.
