Has it not crossed anyones mind you can tune the ukulele to different keys so technically it is not "out of tune " its in tune for the song he is playing .

Hahaha nice try. It doesn't matter what key he's got his Uke "tuned" to... the Uke is not in tune with itself which is the issue here. If you can't tell that your instrument is THAT out of tune then you shouldn't be playing an instrument in the first place.

its simple uke chord shapes - G7 , D7, C7, F diminished ??? The issue is the tuning , cause it sounds like he is in high D tuning which is typical for older ukulele players , since that was once the most standard tuning found in sheet music from the 20s and 30s
