I want to point out that 3rd Edition RQ did have lots of rules changes. The core mechanics were primarily the same but lots of subsystems were overhauled (including the character building and magic systems). Interestingly though, Chaosium reissued 2nd edition instead of 3rd just prior to them creating their own new edition. And the new edition of RQ is closer to 2nd than 3rd. So there is no modern version of RQ that builds on 3rd edition.

The SCA doesn't use foam weapons. They use rattan.

Whatever they use, it is not "hand-to-hand combat." This claim is common among martial arts and combat sport people. But the art, the sport, and actual combat are all different things. That's alright, but it's something to bear in mind when a practitioner of an art or sport claims to have insights into combat. Nonetheless, it's a game.
