He was intentionally being somewhat rude to indicate he was bored with Xi's attempt to lecture him publicly about what the priorities should be in the U.S.-China relationship. Xi was talking as if he were giving a lecture to Chinese bureaucrats about the importance of the Three Stricts and the Three Honests, or the Two Establishes and the Two Safeguards, or the Eight Musts, or the Fourteen Very Socialist Thoughts with Extremely Chinese Characteristics for the New Era, or some such thing. It was entirely correct for Biden to express his boredom. If the President of the United States had acted polite and super interested in what Xi was saying at that moment it would have been servile. Pay attention to what Xi is saying and how he is saying it and you'll understand why Biden reacts the way he does. Biden was saying that Xi can't lecture the U.S. like that if he really wants what he says he does, since what Xi is saying implies the U.S. and China are equals, but the way Xi is saying it implies Xi is wiser than Americans and is in a position to mentor the U.S. I generally think what Xi was saying made sense and was important and good, and I'm glad he expressed it. The way he said it was very patronizing though, and Biden was right to not allow Xi to treat the President of the United States in that way.
